President of the Constituent Assembly from June 1975 to April 1976. He graduated in Agrarian Economics, developing from then on an intense activity as a pedagogue and researcher.
Opponent of the dictatorial regime of the Estado Novo since he was young, he joined the Movement for Democratic Unity (MUD) in 1945. He joined the Socialist Party (PS) in 1974 and, a year later, was elected Deputy to the Constituent Assembly of the which was President. His name thus became indissolubly linked to the 1976 Republican Constitution.
He was later Minister of State of the 1st Constitutional Government after the 25th of April and Councilor of State.
