Wayne was born in Fredonia, Texas on June 18, 1935 to Elvan and Cretia Kuykendall (Chesser). He graduated from Ozona High School in 1953 where he was a cheerleader, basketball player, and of course, was voted class favorite every year. While attending college, he worked at a funeral home in San Angelo where he once got in trouble for playing music in a back room with his coworkers during a service. He began work at the Texas Department of Human Resources in 1957.
Wayne was drafted into the U.S. Army in 1958 and graduated first in his class from signal school. While stationed in Metz, France, he met the love of his life, Janine (Didier). They married and had their daughter, Linda, in France. After being honorably discharged, Wayne reassumed his role at the DHR before moving to Austin, where daughter Stephanie was born. They moved to Cedar Park in 1973 and later, son Eric was born. Wayne worked for the DHR for 34 years, retiring as Director in 1992 before working for the Texas Education Agency for 6 years after that.
Wayne was a devout Christian and served as a deacon at New Hope Baptist Church, where he also led an adult Sunday school class that he truly loved. Always underselling his contributions, Wayne often said that he would be remembered as "the guy who made the coffee," which he did faithfully. He also served on the Cedar Park City Council and was a member of the Kiwanis Club, serving as president in 2005.
Wayne was the kindest man many ever met and never turned down an opportunity to serve others – that was his calling. His family was everything to him and children especially adored him for his fun-loving energy. Wayne was an avid golfer and even made TWO holes-in-one. He cherished his long-standing weekly golf game with his buddies. He was a skilled fire-builder, Longhorn fanatic, card shark, wannabe pool hustler, and possessed an unparalleled sense of humor with an endless supply of jokes.
