The son of Charles Hill and Sarah Daniel, Stephen was born on his father's farm in Clinton Township, Sececa County, Ohio. In 1839 he accompanied his father and grandfather and their families in moving to Kosciusko County, Indiana where they purchased land in Clay (later Lake) Township east of what is now Silver Lake.

On 12 Aug 1862 Stephen, with his brother John Milton, enlisted as a Private in Co. I, 12th Regiment Indiana Infantry. As a part of the Army of Tennessee, he participated in more than 45 engagements, including Vicksburg, Atlanta and Sherman's march to the sea. Now a Corporal, he took part in the Grand Review of Western Armies in Washington, D. C. in May 1865. He was Mustered Out on 6 Jun 1865.

Shortly after his return home, Stephen married on 17 Jan 1866 the girl he had left behind, Eliza Jane Wertenberger. Five children were born of this marriage: Elsworth, Philip Tucumseh, Oved W., Titus Mathias and Florence Adella. Stephen died six months after Della's birth and was buried in the then Hill Cemetery. Although his name is spelled Steven on his gravestone, family bible records and military service records show it as Stephen.
