6th President of the Assembly of the Republic.Graduated in Electrical Engineering from the University of Ghent (Belgium). He was a militant and one of the founders of the Socialist Party (PS). In 1945 he was a member of the Central Commission of the Democratic Unity Movement (MUD). Political constraints took him to Angola, France, Brazil, Algeria, Switzerland, Italy and Germany. In Algeria he was a leader of the Junta de Salvação Nacional and, in Geneva, in 1964, he founded the Associação Socialista Portuguesa (ASP), which gave rise to the Socialist Party in 1973. He was a Member of the Constituent Assembly in 1975 and a Member of the Assembly of the Republic in the year Following. Secretary of State for Population and Employment (1976). Between May 1979 and April 1980 he served as Vice-President of the Parliamentary Assembly of the Council of Europe. He held the vice-presidency of the Assembly of the Republic between 1977 and 1983, the year in which he was elected President of this body (until 1985). At the 6th Congress of the Socialist Party, he assumed the presidency of the party between 1986 and 1988.
