The son of Reverend Richard and Grace "Grissie" Cowsert Fulkerson.

He married Priscilla Martha Floyd April 24 1834.

They had 11 children: Amanda, Richard, Jonathan ,William, Mary Jane, Juliette, James, Nancy, America, Jasper & Newton.

He was a large muscular man known for his strength.

He enlisted August 13 1882 in Captain Charles Dunn's Company Mounted Volunteers in the Black Hawk War. His assignment was soon changed to not ride with the rest but those duties were not disclosed. During the war the Southern Illinois and Wisconsin Regiment decided to see who was the best jumper. James was chosen from Illinois and Col. Henry Dodge from Wisconsin. The challenge being given 3 jumps on level ground , James won jumping 36 feet or more. He was also never defeated in a foot race.
