She was the fourth of five children born to Mary Maloney Fulham and John Norris Fulham in her grandmother's home in Winthrop, MA. She was taught by the Sisters of Mercy at Mount Saint Mary Seminary, a girls' boarding school in New Hampshire. She entered Radcliffe College at 16 years of age in the Fall of 1935, graduating in 1939. Her plans to attend Yale Law School were put aside with the arrival of World War II. With her three brothers away in the Armed Forces, her sister having entered the Sisters of Mercy, and parents in ailing health, she remained at home to care for them until their deaths in 1946. During that time she attended the Prince School of Retail Management in Boston. In 1947, she married Sam Mullin, of Syracuse, NY. After a year in New York City they moved to Cleveland, OH, where Sam became CEO of Cleveland Pneumatic Tool Company (later Pneumo Corporation), a manufacturer of landing gear and other products for America's burgeoning aerospace industry. In Cleveland, they raised six children – Ann, Mary, Sam, John, Margaret, and Barbara.

She was widowed when Sam died suddenly in 1969. She moved the family to Osterville, where they had spent summers and had built a home. She immersed herself in the local community, Our Lady of the Assumption Catholic Church, the resettlement of Vietnamese refugees, the Housing Assistance Corporation, the Osterville Library, and the Garden Club. Her passion for education and books led to her appointment by the Governor to the Massachusetts Board of Library Commissioners. She served as Chair during the Commission's effort to computerize the state library system. She regularly completed the New York Times crossword, enjoyed playing bridge, and could run the board on Jeopardy history clues. She swam the length of Dowses Beach every summer's day for years, and walked its length daily until just before her death. She was preceded in death by her parents; husband; and son, John (2011). Surviving are her other five children; four sons-in-law, two daughters-in-law; 23 grandchildren and seven great-grandchildren.
