Born April 5, 1952, in Indianapolis, he was the son of Bernard K. and Helen M. (Jones) Starks. On Oct. 14, 1989, he married Debi (Masters) Starks, and she survives.
A former resident of Greensburg and Shelbyville, Mr. Starks had lived in Lawrenceburg for seven years.
He served in the U.S. Navy from 1970 to 1974 and was an employee of Hamilton Foundry in Harrison, Ohio, for five years.
He was a member of the Aurora Eagles Lodge.
In addition to his wife, Lawrenceburg, survivors include a son, Jarod M. Starks, Shelbyville; and two stepdaughters, Amanda Garrison and Alicia Garrison, both of Lawrenceburg.
He was preceded in death by his parents.
Friends may call from 4 p.m. to 8 p.m. Tuesday at the Porter-Oliger-Pearson Funeral Home in Greensburg.
Funeral services will be at 11 a.m. Wednesday at the funeral home, with the Rev. Robert Browning officiating. Burial will be in Rossburg Cemetery, New Point. The American Legion will conduct graveside rites.
