Andrew Stephen Quinn, Esq., formerly of Scranton and most recently residing in Columbus, Ohio, passed away on May 16, 2013, at Ohio Health's Kobacker Hospice Center in Columbus, Ohio, following a very brief yet brave and courageous battle with cancer. A former Assistant United States Attorney for the Middle District of Pennsylvania, he was a nationally recognized legal expert in civil and criminal health care matters.

Born in Scranton, Pa., on Jan. 31, 1962, he was the youngest of the 12 sons and daughters of the late Dr. John A. and June Scanlan Quinn. A 1980 graduate of Scranton Preparatory School, he received his undergraduate degree in biology and biochemistry from the University of Scranton in 1984. He received his doctorate in jurisprudence from Duquesne University's School of Law in Pittsburgh in 1987 where he served with distinction as student body president. Following his service as a law clerk to then Chief Judge Richard P. Conaboy of the U.S. District Court for the Middle District of Pennsylvania, he began a seven-year tenure in 1989 as an Assistant U.S. Attorney in service to the same thirty-five county federal jurisdiction in Pennsylvania.

While serving as a federal prosecutor, he received from then-U.S. Attorney General Janet Reno the U.S. Department of Justice's highest award for excellence in complex litigation. He was also presented with the Integrity Award by the United States Inspector General for his central role in the coordination of more than 4,600 health care civil and criminal matters nationwide.

In 1996, he resigned from his post with the federal government and helped found a national company whose focus was aiding hospitals and health care institutions to remain in full compliance with the complexity of federal and state laws and regulations governing health care services. As a principal partner with Compliance Concepts Inc., he traveled the country extensively as a much sought after consultant and speaker whose quick wit and singular humor made his presentations all the more memorable.

In 2008, he joined the OhioHealth System based in Columbus, Ohio, as its Senior Vice President and Chief Ethics and Compliance Officer. As the key corporate risk executive, he was tasked with overseeing and implementing the healthcare system's Ethics, Compliance, Privacy and Internal Audit Programs for its nearly 22,000 staff members serving in some 20 hospitals and healthcare organizations located throughout central Ohio.

He is survived by his wife, Josefina Hernandez Quinn; their son, Aidan, of Columbus; his daughters, Maura and Stephanie, of Philadelphia; and Josie's children, Mary and Michael, also of Columbus. In addition, he is survived by three brothers, Dr. J. Anthony Quinn and his wife, Janie, Waverly; Dr. Peter D. Quinn and his wife, Eileen, Haverford; and Monsignor Joseph G. Quinn, New York; seven sisters, Rosemary B. Malloy and her husband, Dr. Edwin S., Clarks Summit; Susan L. Foote, Ardmore; Dr. Margaret Q. Mariotti and her husband, Dr. John R., Clarks Green; Melissa C. LeStrange and her husband, Charles M., Scranton; Julianne T. Karpeh and her husband, Dr. Martin S., New York; Sheila M. Strickland and her husband, Harry B., Scranton; and Rebecca A. Walsh and her husband, Donald J., Scranton. He is also survived by 44 nieces and nephews; 25 great-nieces and great-nephews; and several aunts, uncles and cousins on the Quinn and Scanlan sides of his family.

In addition to his parents, he was also preceded in death by a brother, Stephen Quinn; two nephews, Austin Quinn and Andrew Quinn; and a brother-in-law, Dr. Joseph W. Foote.
