In 1912, he became president of Paraguay and served in this position for the next four years. His tenure brought political stability and economic prosperity to the country. He was also the first civilian president who managed to complete his mandate without conspiracies or military uprisings. After his presidential tenure, he continued in public service as a senator in 1921 and founded the newspaper "La Tribuna" (The Tribune) in 1925.
