CLAYTON L. HAINES, (D), of Charles Town, was born December 7, 1875, son of George W. and Cassie G. (Reeder) Haines; educated in public and private schools; married December 31, 1901, to Annie E. Ramey, who died May 14, 1934; married October 31, 1935, to Mrs. Ella Ramey Trussell; Southern Methodist; Knights of Pythias; Red Man; engaged in newspaper business for years, owning and editing the "Spirit of Jefferson" from 1914 to 1930; secretary-treasurer Charles Town and Summit Point Building and Loan Association; served for several years as member of council, City of Charles Town; mayor of that city, 1914-1918; member of House of Delegates, 1931; appointed by Governor Kump January 12, 1937, as member of the Senate from the Fifteenth District to succeed M. O. Rouss, deceased.

Haines, Confederate Veteran and many years editor of the "Spirit of Jefferson," was born at Charles Town on December 7, 1875; educated in the public and private schools; grew up in the printing business, from "devil" to editor, retiring in 1928; member of the Charles Town city council for many years, its mayor two terms, 1915-18, and Congressional Committeeman of Jefferson county eight years; secretary-treasurer, Charles Town and Summit Point B. and L. Assn.; Methodist; K. of P.; Red Men; P. O. S. of A.; elected to the House from Jefferson county, 1930; in the 1931 session was chairman of the Committee on Printing and Contingent Expenses and served on the Committees on Banks and Corporations, Forfeited and Unappropriated Lands, Humane Institutions and Public Buildings, Agriculture, Game and Fish; member George Washington Bicentennial Commission.
