Richard Beard IV is the son of Richard Beard III and Rachael Jane Robins.

In 1659 Baltimore County was partly formed out of the northern portion of Anne Arundel County. In 1698 the Assembly passed an act setting the southern line on the western side of the Chesapeake Bay "across the mountains of the mouth of the Magothy River, to Richard Beard's mill." This was the southern boundary of Baltimore County until 1726, when it was returned to Anne Arundel.

Richard Beard IV followed his father as an Anne Arundel County Delegate to the Assembly, and became an Anne Arundel Justice twice. In 1683 he was named as a member of the Governor's Commission on Trade. Sometime in the 1680's, Richard IV also built a mill in "Howard's Pasture." This 200-acre tract on the Southwest side of the Magothy at the bend of the river belonged to Matthew Howard, whose will in 1691 stated, "Whereas, Mr. Richard Beard has built a mill on…my land with my leave and consent...to make satisfaction to (my daughter) Sara in either land or tobacco."

In 1685 Richard bought 200 acres from William Gibbs, "Gibbs Folly." This tract was on the South side of the Magothy River. He built a grist mill in 1687 on Old Man's Creek, where he had received 68 acres of "The Pound" from Francis Meade. In 1687 he also acquired 1611 acres "Huckleberry Forest" from Lord Baltimore. This land was on the South side of the Magothy River, bounded by Wolf pitt branch, near the head of the main branch of Cattail Creek.

In addition to all his other activities, Richard was a planter and Boatwright (using wood sawed at his mill). Since his land extended across the Broad Neck peninsula from the Severn to the Magothy, he could launch his boats from either river.

Richard Beard's grist mill on Old Man's Creek was followed by a stone house (similar to his on the Severn River), unusual at that time when most houses were built of logs or wood covered by clapboard, with dirt floors and no chimney. This gambrel-roofed house, however, was built of Maryland fieldstone two feet thick front and back, and three feet thick at the chimney ends. The two stories with dormer windows also have an attic and a cellar. There are six fireplaces including an enormous one in the cellar. Millstones from the old mill are now at the bottom of the steps to the house. There were a well and many dependencies with the house, some of which were still in view until recently. This land included a family graveyard, the custom on colonial plantations. Over the 200 years owned by the same family and its descendants, more than 50 people are buried there.

Walter Phelps "Phelps Increase" and Edward Felkes "Philks Rest" owned land practically side by side in St Margaret's, Westminister Parish, Anne Arundel County MD in 1681. Both tracts were located between the north side of the Severn River and the south side of the Mogothy River, on Cypress Creek and adjacent to Richard Beards plantation "Huckleberry Forest".
