Natives of Pennsylvania, William's parents migrated from Washington County, PA to Livingston County, IL in the early 1850s where William was born in 1855. William Carroll died from typhoid fever in 1859 when son William Henderson Carroll was four years old. Although young William and his siblings were with their mother, Elizabeth (Seaman) Carroll, in Livingston County when the 1860 census was taken, the family did return to Washington County, PA prior to 1870. William married twice, first to Delila Alice "Allie" Allum, who died in 1887, then to Mary "Martha" Plants, whose gravestone is near his own in Wesley Chapel Cemetery. With first wife "Allie," William had one child, daughter Nellie. With second wife Martha, he had three sons, Ashley, Van and Cecil.

William's paternal grandparents, Thomas and Elizabeth (Marshall) Carroll, born in Pennsylvania and Maryland respectively, are buried in Springer Cemetery at Cornell in Amity Township, Livingston County, Illinois.
