Dr. Frank E. Foss, 79 years of Valley Park Drive, Toledo, died Saturday afternoon, June 9, 2001, in his home. Dr. Foss had been at home since 1989 after suffering a stroke.
Born in Toledo, October 2, 1922, to Carl and Eleanor (Casey) Foss, Frank attended the University of Toledo and graduated from John Carroll University in Cleveland.
Pursuing his interest in medicine, he studied and received his medical degree from St. Louis University. He was a captain in the U.S. Army from 1948 through 1950 serving in a surgery MASH unit in Japan.
Dr. Foss held medical licenses in Missouri, Ohio, Michigan and Indiana. He practiced general surgery at St. Vincent Hospital and Medical College of Ohio from the late 1940's through 1989. He was a surgeon at St. Vincent, The Toledo Hospital, the former Maumee Valley Hospital, Mercy Hospital and Medical College Hospital, with a special interest in emergency trauma services and surgery.
He held teaching positions at St. Vincent's and Medical College of Ohio and created the Emergency Medical Residency Program.
During the Toledo February "Blizzard of 1978", Dr. Foss realized the need for emergency helicopter transportation. Dr. Foss is credited with being the driving force behind the establishment shortly thereafter, of St. Vincent's "Life Flight" helicopter service.
Other positions held at St. Vincent's included Vice Chief of Surgery, Chairman of Emergency Medicine, Chairman of Tissue Committee, Chairman of the Institutional Review Board and member of the Research Committee.
He was a lecturer in surgery for students of Medical College of Ohio. His service to the American College of Emergency Physicians took the form of editor of the Annals of Emergency Medicine and American Journal of Emergency Medicine.
His professional memberships included the American College of Surgeons and its Ohio Chapter, the Ohio State Surgical Society, Toledo Surgical Society, American Medical Association, Ohio State Medical Association, the Toledo and Lucas County Academy of Medicine, where he served as past president. He was a member of the American College of Emergency Physicians and its Ohio Chapter, University Association of Emergency Medicine, the Society of Teachers of Emergency Medicine, the American College of Surgeons, Ohio State Chapter Committee on Trauma, the Emergency & Disaster Committee of Ohio.
In 1984, he served as president of the Northwest Ohio Chapter of the American Heart Association and on its Personnel Committee. He was a member of the American College of Surgeons State Trauma Committee and State faculty for ATLS.
He was on the Board of Directors of the American Red Cross serving as chairman of disaster services in 1976 as well as being on the Ad Hoc committee for trauma center legislation.
Active in the community, Frank performed with the Toledo Opera in the 1960's and was its president in 1961. He was a board member of the Goodwill Industries, a member of the Toledo Zoo, the Toledo Symphony, the Museum of Art, the choir of St. Joseph's Church in Sylvania, the DuBourg Society of St. Louis University, the Mended Hearts Club and United Appeal.
Surviving is his wife of 51 years, Marguerite (Bayer) Foss; and children, Frank E. (Gayle) Foss II, Kathleen A. Foss (Timothy) Snyder, Kevin G. (Barbara) Foss, Michael D. (Becky) Foss and Dr. Carol M. Foss (Dr. Kurt) McCammon. He is also survived by his grandchildren, Matthew, Katie, Andrea, Bridget (Lou), Brandon, Kevin II, Molly, Nicole, Korey, Kyle, Sean (Shannon); great grandchildren, Hailey and Gabriel, and his sister, Sr. Mary Declan, O.P. (Geraldine Foss). Many nieces and nephews also survive. His infant son, Charles Patrick Foss, preceded him in death.
Friends may call at the Coyle Funeral Home 1770 S. Reynolds Road Monday 7-9 p.m. and Tuesday 2-9 p.m. The Funeral Mass will be celebrated in St. Joseph's Cemetery, Maumee. Memorials may take the form of contributions to the Northwest Ohio Hospice Association, the Frank Foss Emergency Residency Fund at St. Vincent Mercy Medical Center or the St. Vincent-MCO Life Flight Fund.

Reynolds Road, Tuesday 2-9 p.m., where a Scripture service will be recited at 7:30 p.m. The funeral will begin in the mortuary Wednesday, June 13, at 9:15 a.m. followed by a Mass of Christian Burial in St. Joseph's Church, Sylvania, at 10 a.m. Interment St. Joseph's Cemetery, Maumee. Memorial may take the form of contributions to the Northwest Ohio Hospice Association, the Frank Foss Emergency Residency Fund at St. Vincent's or the St. Vincent-MCO Life Flight Fund.
