Frederick was the son of Hubbel Goss and Nancy Lockwood Goss.
Fred grew up in Glastonbury, Hartford Co., Connecticut and lived there in the early years of his married life. He then moved to East Hartford, Hartford Co. He was a cooper and a laborer in a lumber yard.
He married Mary Frances Moulton. They had eight children: William Moulton in 1877, Ellen F. "Nellie" about 1879, Eva I. in 1883, Howard Lyman in 1890, Mabel F. in 1895, Earl H. in 1898, and Flossie M. and Fred E., whose birth years are unknown.
