Born to William Joseph Beck and Elaine Bachus Beck on November 29, 1946, in Rochester, New York. He graduated from Edison Technical High School, Colorado State University and Syracuse University. He served as a social worker at a number of agencies, including St. Mary's Hospital, Catholic Family Center, Eastside Community Center and Monroe County Department of Social Services. He was an active member of the Church of the Holy Ghost for over 40 years.
He married Dawn Marie Shinal on June 12, 1976, and together they raised two daughters, Rachel Therese and Megan Elizabeth.
He died of metastatic lung cancer in St. Ann's Community hospice on April 27, 2022.
