Eldest of eight children born to Eulies Payne and Lillian Irene Payne (Day). He grew up working the fields on his parents' farm and started working a public job in the 10th grade. He was preceded in death by his parents; daughter, Tonya Payne; brothers, Talmadge Payne and Calvin Payne; sister, Lillian Payne Stewart; and brothers-in-law, Roy Stewart and Bill Jordan. Surviving are his wife, Inell Payne; daughter and son-in-law, Sheila Payne and Alan Rucker; sons and daughters-in-law, Danny and Diane Payne, and Audie and Roni Payne; grandchildren, Jeff and Heather Rucker, Josh Payne, Jennifer Payne, Justin Peppers, and Brittany Borgula; great-grandchildren, Ellison Rucker, Colton Payne and Malia Peppers; brothers and sisters-in-law, Wallace and Margie Payne, and Larry and Frances Payne; and sister, Joyce Martin and Louise Jordan,
