Phillip was born June 21, 1948, in Oklahoma City to Walter and Cleo (Wilson) Williams. He had three brothers - Walter, Jr, Mark, and Michael Williams - as well as four sisters - Judith Howell, Sandra Haffey, Ramona Owens, and Debra Hamilton.

He graduated from U.S. Grant High School in 1967.

Phillip served in United States Marine Corp from October 1967 until July 1978. He later served in the Air National Guard and the Army National Guard. After discharge from the military, Phillip went to work for Burlington Northern Railroad and worked there as an engineer until his retirement in 2009.

Phillip was a member of New Hope Free Will Baptist Church, had a strong Christian faith, and loved studying the scripture. He loved old cars, hanging out with the guys at the coffee shop, antiques (really just old stuff from his younger years), and he loved to laugh. He was always in a good mood and loved to help people.

Phillip is survived by the mother of his children: Reba Schmitt; his children: Che Williams of Oklahoma City, Stanley Williams and wife, Jill of Dumas, Texas; grandchildren: Forrest, Harley, Landon, Spencer, Brett, and Brooklyn; great-grandchildren: Sanessa and Rhydian; sisters: Judith Howell and husband, Royce, Sandra Haffey, Ramona Owens and husband, Rick, and Debra Hamilton and husband, Doug; special friends: Sandy and Jim Wood, Jimmy, Cindy, Chase, Gracie, and Addie Wood, Deedra and Mitch Bright, Ben and Kate Bryant, and Abby and Mason Bright; and numerous nieces, nephews, and countless friends.

He is preceded in death by his parents: Walter and Cleo Williams; brothers: Walter, Jr, Michael, and Mark Williams; and brother-in-law: Mike Haffey.
