William was the son of Wilburn Evans Sr and Julia Perry Evans. He was educated in the Worth County School System, where he attended Ft Early Elementary School in Warwick, Georgia and the Dougherty County School System where he attended Madison Elementary School, Carver Junior High School and was a Class of 1958 graduate of Monroe High School in Albany, Georgia. He was a Class of 1966 graduate of Albany State College in Albany, Georgia.

He was employed with the Calhoun County Board of Education as an Algebra and Geometry Teacher at H. T. Singleton High School in Morgan, Georgia. In 1968, he moved to Brunswick, Georgia where he was employed with the Glynn County Board of Education as a Mathematics Teacher at Risley High School. He later transferred to Brunswick High School where he taught until his retirement in 1996. While employed as an educator, he also was employed part time with Sears & Roebuck as a Sales Associate for 14 years. After his retirement, he completed a lifelong goal and studied Electronics at Altamaha Technical Institute in Jesup, Georgia, earning his diploma in Electronic Fundamentals in 2000. He was a member of Omega Psi Phi Fraternity, Inc, Lambda Tau Chapter of Brunswick, Georgia since 1973.

He was a member of St Athanasius Episcopal Church in Brunswick, Georgia for over 40 years and served as Vestryman.

He was preceded in death by 1 son, Derrick Evans, 2 sisters, Estella Davis and Georgie Sutton, 1 brother, Wilburn Evans Jr and 3 brothers-in-law, Samuel Sutton, Goliath Andrews and William Jones.

Survivors:
1 Daughter: Vanessa Michele Evans Jones(Steven).
3 Sisters: Julia Andrews, Dr Maryanne Jones and Lillian Chatmon.
1 Sister-In-Law: Loretta Evans.
1 God-Son: Michael Rogers(Christine).
3 Grandchildren: Steven Jones Jr, Marcus Jones and Brandon Jones.

Graveside services were held Monday, April 18, 2022 at 11AM in the Floral Memory Gardens Cemetery in Albany, Georgia.
