The son of Adam & Catherine (Houghtelin) Wert, in 1860 he was a student living with his family in Mountjoy Township, Adams County, Pennsylvania. In 1861, he graduated from Pennsylvania (Gettysburg) College and became a teacher and author. He stood 5' 10" tall and had brown hair and brown eyes.

A Civil War veteran, he enlisted in Harrisburg September 3, 1864, and mustered into federal service there September 8 as a private with Co. G, 209th Pennsylvania Infantry. He was quickly promoted to sergeant, then to 1st sergeant January 2, 1865, and to 2nd lieutenant February 13, 1865. He honorably discharged with his company May 31, 1865. He is on the rolls as "J. Howard Wert," the name by which he was known most of his life.

He married Emma Letitia Aughinbaugh August 21, 1869, and fathered Howard Houck (b. 05/29/70), Annie Ulrich (b. 11/22/72), Edward Houghtelin (b. 08/10/73), Samuel Sayford (B. 06/27/76), and Frank L. (b. 08/13/79). A charter member of Gettysburg's Skelly Post No. 9, G A.R., in 1874 he moved to Harrisburg, Dauphin County, where he worked in the public schools, was a member of Hartranft Post No. 58, G.A.R., and where he died from "chronic interstitial nephritis." He was known as "J. Howard Wert."
