Paul was born in Rockcastle County, Kentucky on August 1, 1937, son of Victor Randall Allen and Nannie Frances (Allen). The family moved to the West Chester area before he was one year old. He attended Liberty Elementary School and Union Township High School Class if 1955 (before Lakota School).

Paul Allen met Marjorie Ann Joerger in high school, and they were married July 2, 1960, in Middletown, Ohio, in the First Presbyterian Church of which they were members. They moved to Glendale, Ohio, and then joined Glendale Presbyterian Church where they remained until 1994 when they joined Covenant Presbyterian Church Cincinnati, Ohio.

When they moved to Hidden Valley Lake, Lawrenceburg, Indiana, they joined the Aurora First Presbyterian Church where they currently are members. In 2000 Paul became a Snowbird and bought the condo in Sunrise, Fort Lauderdale, Fl. where his three sisters and their husbands also had condos on a 55'and over Executive Golf Course. He attended Plantation First Presbyterian Church in Plantation, Fl. whenever he was in Fort Lauderdale.

Paul went to work for New York Central Railroad as a Locomotive fireman in Sharonville, Ohio on Dec. 23, 1955, and went on to study to be a Locomotive Engineer which he did. New York Central merged with Pennsylvania Railroad which became Penn-Central which became Conrail. Conrail was split and he then worked for a short time with Norfolk- Western before he retired August 1, 1999. Paul loved working on the railroad. After retirement he worked at Crest Hill Country Club as a season golf course landscaper. After moving to Hidden Valley Lake in Lawrenceburg, Indiana, he worked as a seasonal golf course worker at Shawnee Lookout Golf Course. He retired after ten years working at Shawnee Lookout. Paul loved fishing and spent more than fifteen years in Nags Head, North Carolina. In 1987 he bought a small fishing boat, No Problem, and kept it at Marina Del Isle in Marblehead, Ohio, and fished Lake Erie every chance he could.

Paul passed away April 5, 2022, of heart failure at Cleveland Clinic in Weston, Florida. He leaves behind his cherished wife Marjorie Ann; beloved daughter, Stephanie Elizabeth (Allan J.) Dinsmore of New Albany, Ohio; his wonderful grandsons, David Allen Dinsmore of Islamorada, Florida and Matthew Samuel Dinsmore of Colorado. He is also survived by his siblings, Denver D. (Opal) Allen, Brookville, OH, Ronald (Jessie) Allen, Hamilton, OH, Ethel Ridner, Trenton, OH, Marlene (Willie) Jennings, Hamilton, OH, and Betty (Daniel) Campbell, Mason, OH; 11 nieces and nephews; and many other family and friends.

He was preceded in death by his parents; sister, Wanda (Julius) Hacker; and brother, Burgess (Sue) Allen.

Visitation will be Tuesday, April 19, 2022, from 12 p.m. until the time of the service at 2 p.m. at the Norman Chapel on the grounds of Spring Grove Cemetery, 4521 Spring Grove Ave., Cincinnati, 45223.
