A native of Campbell in the Bay Area, Mitchell did a five-year tour in the Air Force after graduating from Westmont High School in 1986. He was a security officer in the Air Force and batted cleanup on his squadron's softball team, flashing the athletic flair, and the smile he still carried 20 years later. He didn't like it that some law enforcement officers got a bad rap. He always gave everyone the benefit of the doubt and always had that smile. When Mitchell was in the Air Force, he was so meticulous that he almost always won the days off given to the sharpest man in uniform. Instead of taking them himself, he would give them to a comrade who he thought needed them more. After leaving the Air Force and earning a teaching degree at California State University, Sacramento, Mitchell worked as a substitute teacher for a couple of years in the Sacramento area. He met Crystal at Sacramento State, and they married in 1995. Mitchell began his career with the Sheriff's Department in 1997 at Rio Cosumnes Correctional Center in Elk Grove, where he was a recreation technician who helped lead the jail's physical education program. He became a deputy three years later the same year Jake was born and went on patrol in 2002. He was a nine-year veteran of the Sacramento County Sheriff department, lived in the Serrano neighborhood of El Dorado Hills with his wife, Crystal Lynn, and 6-year-old son, Jake. Jeff was was fatally shot in the line of duty at age 38.
