Kevin Edward Collins was born June 20, 1972, in Tulsa, Oklahoma, the son of Carolyn (Garrison) and Leonard Smith, Jr. He departed this life on Wednesday, March 9, 2022, at his home in Morris, Oklahoma, having attained the age of 49 years, 8 months, and 17 days.

Kevin was a graduate of the Locust Grove High School Class of 1990. He later attended the Council of Law Enforcement Education and Training, successfully completing courses to become a police officer. On November 7, 1992, in Muskogee, Oklahoma, Kevin and Valerie Lee Finney were united in marriage. They had been married for over 29 years.

Kevin made his career in law enforcement, having over 25 years of experience. He served as the Chief of Police in Bolay, Oklahoma and was currently working as a dog trainer, in which he had over 30 years of experience. When time allowed, Kevin also enjoyed hunting. He will be missed by all that knew and loved him.

Kevin is survived by: his wife: Valerie Collins of the home; his son: Charles Collins and wife Leigh; his daughter: Kaci Higgins and husband Paul; 3 grandchildren: Kyasha Higgins, Morgan Runyon, and Izabellea Collins; his father: Leonard Smith, Jr. of Locust Grove, Oklahoma; 1 brother: Mark Smith and wife Stephanie of Locust Grove, Oklahoma; 1 sister: Terry McCarter; 2 uncles: Steve Garrison and Raymond Garrison; a nephew: Cian Smith; numerous other relatives and a host of friends.

He was preceded in death by: his mother; his grandparents: Viola and Lawrence Garrison; and 1 uncle: Dewey Garrison.
