US Congressman. He was admitted to the bar in 1825 and commenced law practice in Abingdon, Virginia. He was appointed prosecuting attorney for Wythe County in 1828 and was a member of the State House of Delegates in 1840 and 1845. In 1847, he was elected as a Whig to the Thirtieth Congress, serving until 1849. Not a candidate for re-nomination, he resumed law practice and was judge of the fifteenth judicial circuit of Virginia, 1852 to 1869. US Representative John H. Fulton from Virginia, was his brother.
