Frank Parker was a Deputy Sheriff for the Tulsa County Sheriff's Office in Oklahoma. He worked for Tulsa County Sheriff George Blaine. Frank was a star football at Bixby High School and later served as Bixby City Marshal. Deputy Parker was so well respected and trusted by Sheriff Blaine that he assigned him to a multi-state task force involving several law enforcement agencies to track down William "Billy" Cook, a murderer nicknamed "Killer Cook," who murdered a family of five in 1951.
