Charles enlisted as Frank Rashleigh, in the 20th Independent Battery, Ohio Light Artillery, Aug. 29, 1862. He was mustered out July 15, 1865, at Camp Cleveland, Ohio. Rank: Private. During the Spanish-American War, as Charles B. Carlisle, he served as Chaplain, 2nd Regiment, U.S. Volunteer Infantry from June 22, 1898 through June 22, 1899 where he was mustered out at Camp Meade, PA. He applied for an invalid pension, June 8, 1903, which was issued as Certificate #1169010 in New York. Upon his death, his wife, Eva E. Carlisle, applied for a widow's pension which was approved and issued as Certificate #901945 in New York. From CJ (Find a Grave Member #47449125) indicated that "Rev. Charles B. Carlisle was in the Philippines War. If you have and Iowa roster you will find his name. He was a Congregational pastor in my home town of Winthrop, Iowa."

It is unknown as to why he used aliases. His name is inscribed as "Frank Rashleigh" for service in the 20th Independent Battery, Ohio Volunteer Light Artillery on Panel #31 in the Cuyahoga County Soldiers' and Sailors' Monument, Public Square, Cleveland, Ohio.
