Toy Ralph was the second child of Pleasant Moses Pedigo and Effie Lillian Reeder born 13 November 1913 in Smithville, De Kalb County, Tennessee. Toy died 18 September 1987 in McMinnville, Warren County, Tennessee and was buried in the Gardens of Memory Cemetery in Smartt, Warren County, Tennessee. The highest grade he completed in his education was the 4th grade. He worked in the agricultural field his entire life eventually owning his own business. During World War II he registered with the DeKalb County Draft Board 1 on the 16 February 1942 in Smithville. He was not drafted or serve in World Was II.

Toy married Mabel "Bell" Grambrell on 15 August 1933 in Smithville, Tennessee. She was tha daughter of William Riley Gambrell and Allie Elmer Maxwell. She was born 4 May 1817 in DeKalb County, Tennessee and died in April 1987 in McMinnville, Warren County, Tennessee.

Toy and Bell had one daughter, Emma Francis Pedigo who was born in Smithville, DeKalb County, Tennessee
