Better known as General Domingos Oliveira, he was president of the Ministry (Prime Minister) of the penultimate government of the Military Dictatorship, ruling from 21 January 1930 to 25 June 1932. He retired as general of the Portuguese Army in 1938. He was also an equestrian enthusiast, being the author of some works on horse breeds and their history.
