US Congressman. Raised in Grant Park, Illinois, he attended schools in Kankakee County and graduated from the University of Michigan Law School in 1872, becoming an attorney in Kankakee. He specialized in railroad law and was general solicitor for the Indiana, Illinois & Iowa line; he also owned a large stock farm in Iowa. In 1884 Wheeler served in the Illinois Senate. In 1892 he was elected to the US House of Representatives as a Republican and served one term, 1893 to 1895. He did not run for reelection in 1894 and returned to practicing law, also serving as a Delegate to the 1896 and 1900 Republican National Conventions.
