Belinda Jane Dowd Hough Fleming was born May 29, 1939 in Kinzua, Pennsylvania. The daughter of Queen Ann and Milo Dowd. The family moved to Kerrville Texas when she was very young, where she was raised and educated, graduating from Tivy High School in 1957. She fell in love with James Hough, a dashing young policeman. They married in 1958. James graduated from the DPS academy in 1968 and was stationed in Menard in 1970. This is where she lived the remainder of her life. They had 3 sons together and 20 happy years before his tragic death in 1978. She married Milton Fleming in 1980 and they were together for 38 years until his sudden death in 2018. She retired from the Farm Service Agency in 2005 after many years in the Menard office.
Belinda was a talented artist. She was recently selected by the San Angelo Museum of Fine Arts to be a featured artist in the "Folk & Traditional Arts of the Concho Valley," and have her work displayed there. She was notorious for giving away her art, and many homes in the area have paintings or portraits that she had produced over the last 50 years. She was a witty writer and wrote a newsletter for years that had a following of many current and former residents of Menard, that she kept informed on local news. She enjoyed popularity in later years for her Facebook posts. Belinda always had her camera ready for documentation and the impromptu interview. She loved looking up old newspaper pictures and articles. She enjoyed buying old school annuals on eBay or at garage sales and posting pictures from them.
She was preceded in death by her mother Queen Anne Dowd, her brother Tom and sister Pat, her two husbands and stepson Bryan Fleming.
She is survived by her 3 sons and their wives, Tommy and Gennie, Bruce and Sally, Joe and Lesa Hough, as well as her stepson Kent Fleming and stepdaughter Darla McKenna. She was the proud Granny of Asa, Pake, Jessup, Avery, Sadie, Jamie, Roy, and Ty. She left this world on Jan 3rd, 2022 with dignity and independence, and will be sorely missed by her family and the community.
