Arthur was the son of Robert U. Ivans (1865-1936) and Rosa E. Zinn (1867-1932). Arthur served first in the National Guard in 1914 and then joined the Army, serving abroad in 1918. He was a member of Company B, 102nd Regiment of Engineers, 27th Division.

On the 14th of June 1926 a marriage license was issued to Robert and Mildred Bauer in New York City. They were life long residents of the city, only moving to Avon by the Sea once Arthur retired. Arthur was very active in civil associations. He belonged to the Gavel Lodge, F&AM; Royal Select Masters; the Ivy Chapter, Bronx; the Manhattan Commandry; Knights Templar; Masonic Veterans, and Union Council 1, Royal and Select Masters. He was a life member of the Azim Grotto, Bronx. He also belonged to the Association of Attaches of the Supreme Court, 1st Judicial District, and the Order of Anointed Kings, Grand Council Royal and Select Masters.

He was survived by his wife, Mildred and a brother, Edwin.
