38th President of Paraguay. He served as the President of Paraguay from January 30, 1949 to February 27, 1949. He served during the Chaco War of 1932 to 1935 as chief of operations to General José Félix Estigarribia. Following the February Revolution on February 17, 1936. he retired from the army. With the overthrow of Rafael Franco by a conservative military faction on August 13, 1937,he was reinstated as the chief of staff. In early 1949 he served as both the ambassador to Brazil and minister of defense. He would go on to become president after ousting President Juan Natalicio Gonzalez and served for a month before being replaced by Felipe Molas Lopez in February of 1949.
