Ray Payne, 67, was walking across Bluff Street near Meadowlark Lane around 6:30 p.m. when the van struck him, according to a Missouri State Highway Patrol crash report. Payne was pronounced dead at the scene. The woman driving the minivan, Shannon Walton, was not injured, the report said. She was wearing a seatbelt.
