US Congressman. He served in the United States House of Representatives from the 17th District of Pennsylvania from January 3, 1983 to January 3, 2003. He attended Dickinson College and Dickinson School of Law and earned both his B.A. and J.D.. From 1953 to 1955, he served in the United States Army. After law school, he worked at a private law practice before going on to serve as assistant district attorney for Dauphin County from 1960 to 1966. In 1966, he was elected to the Pennsylvania State House of Representatives and served in this body until 1974, when he was defeated for re-election. From 1977 to 1982, he served in the Pennsylvania State Senate. In 1982, he, as a Republican, ran for a seat in the United States House of Representatives and was successful in the general election. He went on to serve in the House for the next twenty years before losing his re-election bid to Democratic Rep, Tim Holden in the 2002 general election. During his House tenure, he served as a House manager during the impeachment trials of Alcee Hastings and President Bill Clinton. After leaving the House, he went back to his hometown of Harrisburg to resume his private law practice.
