Fred was born on April 9, 1955 in Shreveport, Louisiana. He and his family lived in Mansfield, Louisiana until the age of 12. His family relocated to Houston, Texas and Fred was graduated from Robert E. Lee High School in 1973. Upon graduation from high school, Fred attended Texas A&M University in College Station and graduated with a degree in Zoology in 1977. He married his first wife in March of 1976. He attended U.T. Health Science Dental school in San Antonio, Texas and his wife supported the couple with her laboratory job. Upon graduation from dental school in 1980, Fred began practicing dentistry in Houston, Texas. Together Fred and his first wife had 2 children.
Fred and his wife along with their young family moved to the Metroplex area to pursue better dental practice opportunities. Fred divorced his first wife in 2004.
Fred married his second wife shortly after the divorce.
Fred was preceded in death by his father, Cecil Jumel Turner, his mother, Cathleen Bankston Turner, and his grandson, Kyler Scott Turner (Find A Grave Memorial ID 182465497).
