Felecia Dorcell Smith was born on August 29, 1960, in Oklahoma City, Oklahoma, to Barrie Montgomery and Martha Mae Conley. She was raised in a loving home with her grandparents, Woodrow and Lois Conley, and a host of aunts who were more like sisters. Felecia accepted Christ at an early age and was baptized at the Hillwood Baptist Church under the leadership of Pastor O. B. Burrough. She was a faithful member and sang in the young adult choir. Felecia later united with the Greater Mount Olive Baptist Church under the leadership of the late Pastor A. Glenn Woodberry and Pastor Ray Douglas. Felecia served on the usher board and was a faithful prayer warrior on the daily church prayer call. she remained faithful until her health declined. Felecia graduated from Star-Spencer High School in 1978. She was a proud bobcat and was crowned SSHS Basketball Queen the year she graduated. Felecia was a devoted and proud mother of six children, she also helped raise a grandson. She was a phenomenal cook, she loved working in her yard, hosting holiday and family gatherings, watching basketball, however, her true joy was spending time with her children and grandchildren. Felecia retired from Hertz after 29 years of dedicated service and decided to take a leap of faith to open her own childcare center, "Lil" Kings and Queens Childcare". She dedicated 13 years as the owner and operator. Felecia was preceded in death by her grandparents, Woodrow and Lola Conley, grandmother, Viola Henderson, grandfather Aaron Boston, Stepfather Jame Barnett, Stepmother Geraldine Montgomery, and her longtime friend, Willie Smith.
