Vincentian Statesman. He served as the 2nd Prime Minister of Saint Vincent and the Grenadines from July 30, 1984 to October 27, 2000. He received his university education at the Imperial College of Tropical Agriculture in Trinidad and Tobago and at the University of British Columbia in Canada, where he earned a Bachelor's degree in agriculture in 1955. He later worked with the government in agriculture research before entering the political scene in 1966, when he won a legislative seat. From 1967 to 1972, he served as the minister of agriculture. In 1972, he became the premier of Saint Vincent and served in this capacity for the next two years until stepping down in 1974. He founded the New Democratic Party in 1975 and became the sole opposition leader until 1984, when he became prime minister after legislative elections. He went on to serve as prime minister until 2000, when he stepped down. After leaving office, he continued in the political arena until his passing.
