He was born July 2, 1937 in Cavite City, Philippines and married Emaleen Johnson Navarro on September 20, 1964 in the Philippines. Francisco was born in the , after graduating from high school at 16 he went on to graduate from the University of Santo Tomas, Manilla Philippines with his Bachelors of Science and his Doctor of medicine Degree in 1963. He shortly after married his wife of 48 years Emaleen Johnson Navarro. He remained in Cavite City and served as chief of OB-Gyn at Cavite City Hospital. He worked at St. Francis Hospital in Honolulu where he completed his surgical internship in 1975. Francisco joined the U.S. Navy Medical Corps in 1976 as a Lieutenant. His 22 year career in the Navy included tours of duty at Camp Butler, Okinawa Japan, Marine Corp Logistics Basein Barstow CA, Naval Air Facility in El Centro and Naval Weapons Testing Center in China Lake. He served as Senior Medical Officer at each tour of duty and in 1998 retired and moved back to El Centro.
Visitation will be held on Wednesday, May 11, at St. Mary's Catholic Church in El Centro from 9 a.m. to 11 a.m. Services will immediately follow.
Francisco is survived by his wife, Emaleen Johnson Navarro of El Centro CA; sons, Neil Navarro of El Centro, CA, Richie Navarro of Imperial, CA; daughter-in-law, Ida Obeso Navarro of Imperial, CA; grandchildren, Gianna Alysaa Navarro, Ricardo (Richie) Antonio Navarro Jr. and Nicholas Edward Navarro of Imperial, CA; sister, Susan Navarro of National City, CA; brother, Eddie Navarro of National City, CA; nephew, Marcel Campano and wife Jeannie of Sunnyvale, CA; cousins, Fely Rosal Milay, Chuchi Rosal Menez and Rosalinda Schieffer.
