Attorney and politician. He graduated from Burlington High School and received Bachelor of Philosophy (1914) and Master of Arts (1915) degrees from the University of Vermont.
He graduated from Harvard Law School in 1918 and joined the Army for World War I, serving as a Private at Camp Devens, Massachusetts from September, 1918 until receiving his discharge in December.
He then began a law practice in Chittenden County. A Republican, Bailey represented Colchester in the Vermont House of Representatives from 1921 to 1922.
When Winooski separated from Colchester in 1922, Bailey authored the city charter and served as Winooski's first Mayor. He represented Winooski in the Vermont House from 1923 to 1924, and served in the Vermont Senate from 1929 to 1931. He ran unsuccessfully for the Republican nomination for Vermont Attorney General in 1930 and again in 1938.
Bailey served in the National Guard and Army Reserve as a Judge Advocate General Corps officer from 1921 until ill health forced him to retire.
He was diagnosed with Parkinson's disease in 1941, and lived in retirement in South Burlington until his death.
