James was the son of Reverend John Henry Mann Sr and Alberta Rackley Mann, he was one of 9 children. He was educated in the Macon County School System. He was employed as a Construction Foreman. He relocated to West Palm Beach, Florida after his marriage. He enjoyed cooking and fishing. He joined the First Salem Baptist Church in Montezuma, Georgia at a young age.

He was married to Viola Smith Mann on June 2, 1972, they had 4 children. He was preceded in death by 1 son, John Smith Mann, 2 sisters, Lillie Mae Mann and Inez Woolfork, 3 brothers, Chaise William "CW" Mann, Willie "Bill" Mann and Deacon James Clarence Mann, his paternal grandparents, Henry Mann and Lillie McKenzie Mann, his maternal grandparents, John H. Jones and Beulah "Pat" Jones Rackley, his mother-in-law, Elizabeth Smith and his father-in-law, Richard Smith.

1 Daughter: Delphina Mann.
2 Sons: Jarod Mann and Michael Hadley.
1 Sister: Mae Bertha Jones.
2 Brothers: Eirvin Mann and Earl Mann Sr.
6 Sisters-In-Law: Betty Mann, Louella Mann, Kathy Mann, Patrica Smith, Louise Smith and Kimberly Thomas(Ted).
2 Brothers-In-Law: Robert Smith(Felecia) and Donnson Smith(Cathy).
9 Grandchildren: Denedra Mann-Jean(Wayne), Deondra Smith, Deshani Jackson, Michelle Hadley, Melissa Hadley, Denasia Mann, Jarod Mann Jr, Kaydance Mann and Janautica Mann.
2 Great Grandchildren: Jadah Hunter and Wayne J. Jean.

Graveside services were held Saturday, November 6, 2021 at 1PM in the Champ Waters Cemetery in Montezuma, Georgia.
