Born the illegitimate son of Thomas Powell Plummer and Ann Libby. He was baptised on the 15th April 1781 under the name of 'Thomas Libby'. He was presumably acknowledged by his paternal family as by the time of his wedding, he'd changed his surname to Plummer.
His father died at sea on the way to India the year he was born aged 21. His father was the son of William Plummer Esq. a clothier in Truro.
Thomas became a miner eventually becoming Mine manager and married Maria Davey. The daughter of Benedick Davey, from a long line of wealthy yeoman.
He died in 1849 in Mary Tavy, Devonshire.
