Barbara was born on July 1, 1939 in Clintwood, VA. She was the daughter of Guy & Leila Mullins. Barbara married Jackie Neon Mullins and they moved to Alexandria, VA where she worked for 30 years as a circuit board technician with Raytheon Technologies, and played a role in manufacturing parts for the space shuttle.
Barbara was an active member of Mount Ararat Church in Stafford, VA. She also loved being outdoors, gardening, sewing, and listening to her husband play the guitar.
She is survived by two daughters, Diana True (Christopher), and Wanda Lloyd (Robert); three grandchildren, Kelly Scaramozzi (Lucas), Derek True (Lea), Jason Lloyd (Lauren), and five great-grandchildren: Clarissa, Juliet, Peyton, Phoebe and Henry.
Barbara also leaves behind five brothers: Fred Mullins, Joe Mullins, Larry Mullins, Jerry Mullins, Jimmy Mullins, and sister, Pam Colley.
She was preceded in death by her husband, Jackie Neon Mullins.
