She was born July 22, 1937 in Kellysville, West Virginia and was the daughter of Floyd and Della (Wade) Whitlow. Joyce married Donald F. Baker on November 30, 1957 and they enjoyed 60 years of marriage until his passing on March 9, 2018.
Joyce graduated from Oakvale High School in 1955 and worked as a secretary for the United States Government. Moving to Galion, Joyce and Don owned the former Jerry's Americana Cafe in Galion for 33 years and the former Heritage Inn on the square. She attended Gospel Baptist Church and was a member of the Ohio Restaurant Association.
Joyce and Don loved horses and would travel with their horses and family to different horse shows around the country. She also enjoyed buying and selling antiques and going to auctions.
She is survived by a daughter, Collette (Norm) Mease of Galion; son Kevin (Jenny) Baker of Owensboro, Kentucky; 14 grandchildren, Kristina (Michael Arndt) Mease, Joshua (Michelle) Mease, Justin Mease, Tony (Shelby) Mease, Michael Baker, Brent Baker, Sarah (Matt) Reich, Brian (Emily) Jacobson, Jill Baker, Emma Baker, Elizabeth (Tony) Alfaro, Hannah Baker, Samantha Baker and Joseph Baker; four great-grandchildren, Madi, Jaxen, Luka and Brantley and a twin-sister, Shirley Westlake of North Carolina.
In addition to her parents and husband, she was preceded in death by a daughter, Donna Joy Baker and three half-brothers, Woodrow, Carl and Robert Pack.
The family will receive friends from 12 noon to 1:00 p.m. Saturday, October 30, 2021 at Richardson Davis Chapel of Snyder Funeral Homes, 218 South Market St., Galion, Ohio 44833 where services will be held at 1:00 p.m. with Rev. Paul Walter officiating. Interment will be in the Mausoleum of Fairview Cemetery.
