Joe graduated from East Bank High School, prior to going into the United States Air Force. He entered the West Virginia State Police where he later earned a degree in Criminal Justice from Fairmont State College. After his retirement from the WVSP, he worked as a Correctional Officer at the Pruntytown Correctional Center and worked at the Taylor County Sheriff office as well as the Harrison County Sheriff Department. He was devoted and honored to serve the communities he lived in while working in law enforcement. He enjoyed being outdoors, hunting, fishing and loved spending time with his family and friends. He loved being a family man and spending time with each of them making treasured memories. His most precious times were the time he spent with his wife.
In addition to his wife Joe is survived by five children; William "Jody" Cunningham (Kathleen), Casey Jo Zia (Seiar), Betsy Kreeger (Matt), Jeremiah Austin (Cheryl), Tara Shaffer, several grandchildren, and great grandchildren, one brother James "Gene" Cunningham and a special aunt Mildred Durant.

A graveside service will be held at the West Virginia National Cemetery with Military Honors 11:00 AM, Tuesday, October 26, 2021 with Pastor Michael Stottlemeyer and Pastor Jamie Gizzi officiating.
