Services will be at 10 a.m. Thursday in St. Paul United Methodist Church. Burial will be in Llano Cemetery by N.S. Griggs and Sons Funeral Directors, 2615 Paramount Blvd.
Mrs. Bailey was born in Portales, N.M., on Oct. 2, 1934. She graduated from Amarillo High School in 1952 and received a degree in business administration from Amarillo College in 1983. Joyce married her high school sweetheart and husband of 54 years, Roy Earl Bailey, in 1951.
Joyce and her husband lived in Borger and Richland, Wash., before returning to Amarillo and making it their permanent home. They had two children, Kevin Carl Bailey, who is an architect in Dallas, and Ronda Jo Bailey Brewer, a homemaker and artist residing in Amarillo.
Joyce was a lifetime PTA member and child advocate. She spent many tireless volunteer hours working for Cub Scouts and Blue Birds. She was instrumental in forming the Panhandle Coalition for Child Abuse Prevention which helped create the organization that is now known as The Bridge Children's Advocacy Center.
Survivors include a son, Kevin Carl Bailey and wife, Rebecca; a daughter, Ronda Jo Brewer and husband, Jim J.; a niece, Sandi Steele; a nephew, Ronnie Steele; six grandchildren, Erin Bailey, Ethan Bailey, Jori Brewer, Jinna Brewer, J.J. Brewer and Jodi Ann Brewer.
Visitation will be from 6 to 8 p.m. today at the funeral home.
