Philadelphia Mayor, US Congressman. He served as Mayor of Philadelphia, Pennsylvania from 1856 until his defeat by Alexander Henry in 1858. He was later elected as a Democrat to represent Pennsylvania's 3rd Congressional District in the United States House of Representatives to fill the vacancy caused by the death of Congressman Samuel J. Randall, serving from 1890 to 1891.
