Mrs. Williams attended schools in Illinois.
She married Michael D. Williams on July 1985 in Salt Lake City, Utah. He preceded her in death.
Mrs. Williams worked at McDonald's for seven years until her retirement as a lobby custodian.
She was a member of First Assembly of God.
Penny loved spending time with her family especially her grandchildren. She enjoyed rodeo's, dancing, singing, making people laugh and making everyone feel like they belonged. Mrs. Williams was a dedicated housewife and the neighborhood mother.
Survivors include her son, Robert Wright and fiancée Robyn Shaw ; one daughter Stephanie Wright and companion Stephen Meyers ; one brother, Gary Hall all of Rock Springs, Wyoming; one sister, Connie Kohl and husband Kevin of Evanston, Wyoming; four grandchildren, Stacey Wright; Shawn Wright and wife Jeanette; Ariel Knezovich and husband Brandon; Kelsey Hopkins and husband Kord; five great-grandchildren, as well as one niece and two nephews.
She is preceded in death by her parents and husband.
Cremation will take place; a Celebration of Life will be conducted at 2:00 P.M.-6:00 P.M. Saturday, October 9, 2021 at Hampton Inn Rock Springs, 1901 Dewar Drive, Rock Springs, Wyoming
