Politician. He served as the President of Uruguay from March 1, 1931 to June 19, 1938. He graduated from the University of Uruguay in 1895 and later joined the university's faculty. He got his start in politics as a member of the Colorado Party and served in various ministerial roles under President Jose Batlle y Ordonez. From 1923 to 1924, he served as the president of the Chamber of Deputies. He later served as the minister for industry and employment. In 1930, he was selected by Congress to be president and went on to serve for the next seven years until stepping down in 1938. After leaving office, he served as the president of the Banco de la República Oriental del Uruguay from 1938 to 1939.
