Born Oct. 6, 1950, in Waynesboro, he was a son of the late Earl and Ruth Mentzer Blubaugh.
Early in life, he lived in Tomstown, and he attended Waynesboro Area Senior High School.
For 30 years he was a machine mechanic for shoe industries in the area. He last was an electrical assembler at JLG Industries Inc., McConnellsburg.
Mr. Blubaugh was a member of South Mountain Sportsman's Association, having enjoyed hunting and watching car racing.
He and his wife, Susan K. Mentzer Blubaugh, were married on Oct. 20, 1973, in Hagerstown, Md. They lived at the Ruritan Drive residence since 1976.
In addition to his wife, surviving are a son, Michael E. of Chambersburg; two brothers, Richard U. of Greencastle and Norman L. of Chamberburg; nieces; and nephews. Two brothers preceded him in death.
