Billy Dexter was the son of Billy, Jr., and Minnie Flowers Sampson. After graduating from Pembroke Senior High School, he joined the United States Air Force. In 1993, he retired from military service.
He was also preceded in death by a brother, Mitchell Lowry; a son, B. William Lowry; and wife, Mary Teresa Lowry of Carrickmacross County Monaghan, Ireland and Florida.
