From an early age, it was evident that MSG Phillips was an intelligent and caring person. At the age of 10, MSG Phillips passed his common entrance exam, earning a placement at Morant Bay High School in Jamaica. MSG Phillips attended Morant Bay high school, Morant Bay, St. Thomas, Jamaica W.I. He graduated High School in 1995, at age 15 and passed 6 Caribbean Examination Council (CXC) subjects. Shortly thereafter, he migrated to the United States of America. MSG Phillips attended New York City Collee of Technology in Brooklyn NY.

MSG Phillips enlisted in the United States Army a few days before 9/11 on September 06, 2001. MSG Phillips served as a Chemical Operations Specialist, 54B. Throughout his career, MSG Phillips served his country on numerous deployments. MSG Phillips' military awards include "Joint Service Commendation Medal, Army Commendation Medal (7 OLC), Army Achievements Medal (2 OLC), Joint Meritorious Unit Award, Army Good Conduct Medal (5 OLC), National Defense Service Medal, Afghanistan Campaign Medal, Iraq Campaign Medal (2 Campaign Stars), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Korea Defense Service Medal, Non-Commissioned Officer Professional Development Ribbon (NUM 33), Army Service Ribbon, Overseas Service Ribbon (NUM 5) and the NATO Meritorious Service Medal".

While serving in the Army, MSG Phillips met and married his wife, Jennifer Phillips (nee Turner). The union produced three children, Andre Phillips, Devontae Phillips and Braylen Phillips. MSG Phillips was a very jovial and loving person that enjoyed cooking, spending time with his children, volunteering for meals on wheels and participating in various outdoor activities with his friends. At the time of his passing, MSG Phillips was a few days shy of 20 years of services and a few months shy of retirement. MSG Phillips leaves behind his wife, Jennifer Phillips and three sons, Andre Phillips, Devontae Phillips and Braylen Phillips. Additionally, MSG Phillips leaves behind his mother, Millicent Townsend, father, Lloyd Phillips and his wife Nuria Williams, grandmothers Melvina Johnson and Alma gene Douglas, grandfather, Herman Phillips, his only sister Alecia Phillips and five brothers, Dayton Phillips, Okacha Phillips, Wayne Phillips, Walford Phillips and Dennis Phillips. MSG Phillips leaves behind numerous aunts, uncles, cousins and dear friends.
